Can i claim off my house insurance if my keys have gone missing?

Im a council tennant, not quite sure if i can get the locks changed for free. I will find out tomorrow, however need to know whether if i have to pay, can i claim off my house insurance. Will i need any crime or incident number from the police to able to make a claim?
