I am closing on the sale of a new house tomorrow. title insurance cost over $700.00 do I really need it? or am I just throwing money down the drain. Has any one ever used it?

Where can I find good house insurance in PA that allows a 3-4 ft high deck to remain open?

We changed house insurance to a higher rated company but they insist we close off the deck which has been open since the house was built in the late 1800s.
